Probably a stupid question about leveling villagers

I am level 23 and I still have no villagers over 7.. I don't understand how to level them past that point I guess. I want to get their pictures and stuff but I need some help! Lol. ​

Did you build the next amenity tier? You need to build amenity for each personality to increase their lvl cap.

I've built level 3 cute tent and in the process of getting level 3 natural tent. I only just realized that those particular personalities do not say max anymore. thank you for your reply xD I knew it was a silly question with an easy answer lol
