Potential Island Designer App Unlock Glitch?

Alright, so here's my dilemma:

I really wanted to unlock the Island Designer App so I could put down pathways, so I worked through the game in order to unlock them. I completed all of Tom Nooks tasks, had the K.K. Slider concert and finally got the app yesterday.

Here's the problem though. The app only comes with two path types, and you're supposed to unlock the other permits with Nook Miles at the terminal. When I checked the terminal there weren't any permits there for me to unlock. It's also notable that the one set of new hairstyles and colors that I didn't buy were also missing, as well as the pro design unlock that I also didn't purchase. I figured that maybe I needed to wait until the next day for them to appear, but here we are, still with no unlockables.

I am extremely confused. I have no idea why these items aren't appearing for me to unlock. Is there something I'm missing, or is this a genuine glitch? Any and all help/feedback is appreciated

Just to be sure, have you quit your game and loaded it again and also made sure it's updated to the latest version? Sometimes the most simple solutions are enough!

it should be on the ATM-Nook miles, you are suposed to exchange them one by one...

@niko2 I went ahead and tried this. I am currently running version 1.1.4a. No dice.

@kiketasu This is where I've been looking for them, but they have not appeared here. Two of the hair style/color unlockables should still be there as well, since I did not purchase them, and those are also notably missing. And I have checked to ensure that I didn't just unlock these things without knowing. I don't have any of the bright colored hair, and I don't have any path options other than grass or dirt. I also don't have any cliff or river options.

And just to be clear, I haven't time traveled or hacked the game in any way, so I haven't altered the game in any way that could make this happen. Maybe they'll just appear in there one day lol
