I don't know guys, I'm having battles with myself...
I've been resetting town after town to find the perfect one, and I just can't decide on anything... I DON'T EVEN KNOW WHAT I WANT AS A THEME. So I've been resetting, hoping and praying for a good town layout with apples, and I thought I found it. But the thing is, all my villagers are so bad, I don't even want to talk to any of them! The layout seemed nice at the time, but now I'm questioning if I was sane or not at the time... I've spent countless amounts of hours resetting, and resetting, and OH GOD when will I stop?! I need advice mateys.
These were the guidelines I set for myself:
--The town must have apples (This can be switched, but the only other acceptable fruit is pears)
--The town must have a space where I can stick my house, the town hall, and the Brewster all in a line
--The town must have a nice open area for an orchard of sorts, so I now where to get all my perfect fruit along with all my other fruit
--The town will have an area for villagers to reside, so that I could know where to find all my villagers, and make a nice path that doesn't wind everywhere around town
--The town will have a police station in the residential area, because I feel that makes sense

I'm sorry to say this but you're never going to find a map that will meet with all of your guidelines. You're just going to have to work with a different layout for your buildings. I suggest you should improvise or else you'll drive yourself crazy.

It doesn't matter which villagers you get at the start. If you don't like them than they will leave eventually.
 
I've just started a new town, have some already, so I want to make it different and hence finding something gets more difficult.

I wanted either apples or peaches and settled for the first apple town I got - but its no where near perfect.
Opei - look for one that flows as you walk around, where a 2nd bridge could go to make an easy circular route through the town so you wouldn't need to back track.

A lot of the other things you want most towns have.

I wouldn't pick a wriggly river - they go into too many acres or ones that leave you with too narrow a strip of land by railway tracks or cliff (but they can still be made to work).
I've worked with most rivers, W-E & N-S ones - do you prefer one over the other.
Do you want a continuous beach (with both ramps on the same beach) or two beaches (a ramp on both) or a private beach?
Two beaches: you have to put a wet suit on if you want to do a circular walk without back tracking.

I prefer a vertical ramp giving a clear direct route from dock to R-Tail but this time around I've taken a town with a mid R-Tail location across the river.
Do you want R-Tail near the dock/middle of town or further north (northern R-Tails seem to be more common).
All will work.
I would guess you don't know - in which case I'd try for the fruit you want and just go around towns until you find one that flows and appeals to you.
All the problems that will arise after you start should be get roundable.

I never really had a theme upfront I just let the town tell me - its partly set by what I get offered by Nook's homes.
If you want a coloured theme - then the colour of the railway station & town hall may be important (but not if you are going to customise them later).
Other themes - say book or story related/sweet/forest should be able to be worked up afterwards.
Villagers, well they move on, so that wouldn't influence my choice overmuch, tho my heart sinks when I get a villager I've already got in another town.

eg what about Brewster near to R-Tail and the police station near to Town hall.

- it could be a compromise if other things about a town were good.

Honestly, I would go with any river on the Top-Middle graph, and as what I meant by theme, I meant TOWN theme, not house theme. But thank you for your most helpful reply, do you have any suggestions based on what I wrote here?

Katysu, thank you for your extra suggestions. I really appreciate the help you are providing me to find my paradise town.
On the subject of the three buildings I want to stick in a row, I want my Mayor to be some kind of a corporate slsve, putting work first in his life, so that's why I wanted the buildings in that formation.
On the subject of a compromise, the only things I could really compromise on the list is fruit, but oranges are specifically unacceptable.
Also, the plot reset thing, I just meant an area secluded from most of the town as kind of a "neighborhood", so that everything is nice and neat, and I don't need paths ABSOLUTELY EVERYWHERE
And the villagers at the start is only a nitpick because if I don't want to speak to the villagers, it tears the novelty of animal crossing in half

meant a town theme - I have a blue themed town - blue railway station, town hall standard (sadly not blue). Modern bridges. Flowers are white/purple/blue violets.
Not overly happy with it, its very blue but it does flow well.

Rivers in top middle graph (link here doesn't work for me, does on resetting thread, sometimes happens when you copy & paste): these are eastern sea towns, - thats another variable you are adding in, will take out towns that might other wise be good.

Sorry I'm not that much help. Its partly as I'm the same, I don't really know what I am looking for. So I take the thing I must have - in my case it had to be apples or peaches and I had to have a good direct route from dock to R-Tail. (not necessarily immediately but where I could put a bidge to if need be).

What is the most improtant thing to you in your list? - walk round towns until you get that one or two things (at most) and see if those towns could be made to work.

Edit: A corporate mayor slave - well that means you need a town hall with space around it where you can get your house (most have that, some are located near to cliffs/train station but not many). If you want Brewster there as well you could protect space with benches/lamp until cafe became available (or plot reset from 6th villager onwards).
None of my towns have many paths, put in a circular path connecting everything making use of the plazas & walk over grass for the rest (got grass wear tho).

No, nonsense, you an amazing helper! I think that I may have found the town for me though, I'll include a snapshot, and I need your opinion. Why? Because your opinion matters to me, mainly because we think similarly.

It does have apples
The town does have that little island on the right corner that can be used to keep all my villagers
It has a lot of space to put down orchards and flower patches
It has enough space to stick a police station with the residents
And I can put all the buildings in a line
Also my villagers are O.K., not perfect starters, but I will talk to them, especially Jeremiah!!!
What do you think?
 
I think that is as perfect as it will get. make sure there are no rocks or ponds in the way of the line you want. If there is you can keep going through Rovers maps. Every time you see that similar layout you have right now don't hesitate to grab it so you can scout out the town.

Sorry I went off line!
Provisio: Town hall is right by the railway tracks - see if Isabelle will allow you to build a house by the side of THall next to entrance to main street (the larger space next to cliff you would have to keep for Cafe & I'm not sure Isabelle will allow that either).
She might allow but not in a straight line, they might have to come forward a bit.
Island to the left is nice/works. From map no direct route to R-Tail - (pond in way) but the map and what its like on the ground is different so it could well be OK.
I'll go and have another look.

Edit: you can get a direct route to R-Tail by putting in another bridge but one of the houses might be in way. Maybe not important?
I'm not sure, have a long hard look at it and go through what works and what doesn't.
It does start to crystalise what you like - ie you like the small island effect to the west - & as Geekaloompa says you can move on but keep a lookout for this map layout or similar.
