Possible to get Welcome amiibo to move to another town?

Hi everyone! I don't know if this was asked or not but my apologies if it is.
So I know for a fact you can't adopt the sanrio characters from their cards to others and the special NPCs (like Resetti, Lottie, etc.).
But my curiosity got to me. Is it possible for me, or anybody that doesn't have the welcome amiibos, adopt them?
Is it possible for me to adopt someone's Tasha when she's in boxes? Or is she like the sanrio villagers, where it's not possible?

No prob. I adopted quite a few in December before I had completed the WA set.

Wish I can buy the cards myself, but they are pretty expensive. Looks like I may head to the trading board to find one of them!
