Possible that a villager might come back?

I made this tread in hope that one of my villagers will come back.
It all started yesterday when one of my friends came to my town and she realized that i had Cookie. she wanted to speak to her, so when she spoke to her, Cookie doesn't remember her! so maybe it is possible that a villager might move back in your town town.

I'm certainly no expert on this, but she definitely had a "different" Cookie. That is, one that had no history with her. I accidentally got Mott from a friend, and Mott remembers him. If her Cookie had moved to your town from her town, Cookie would remember her.

That doesn't help with your question, but I do think she can absolutely get another Cookie, but the odds of it being a random move-in are probably pretty small. In fact, I don't think she'd even be eligible to get Cookie that way until she has another fifteen villagers move out. But, if someone here was selling or giving Cookie away in boxes, she should have no problem getting her.

If she already had cookie in her town, she has to cycle 16 villagers before she can get the same villager

Is that even if she goes and talks to a Cookie in boxes?
