pompom moving?

Today pompom asked to move.
Totally normal.... right?
But I only have 8 villagers. I thought they couldnt try to move if there was less than nine.

Do you have a plot somewhere? I think plots count as a 9th villager.
Or maybe your expecting someone to move in tomorrow and the game is already counting that villager as your 9th
I dunno. I've never went below 8 =x

I've had a villager want to move when I had 8 villagers total with no one moving in and no plots. It's possible
