Well, basically, I have a town specifically for giving away villagers to people totally for free. There's something called a 16-cycle, where, after a villager moves out, if you want that villager back, you have to move out 16 villagers before you can adopt that villager you lost back again. Though, that's not why I'm cycling. I just like giving away villagers for free. Though there are some villagers in my cycling town that I'm keeping.

You can lurk for Lucky if you'd like. On the main post there's the lurker's list so I know who to contact when said villager wants to move.
I'm currently not thinking of giving up Marshal, though. The villagers that are in the gray area are villagers I'm keeping, for now.
