If you have a male Pokemon with charm at the head of your party then you'll run into a female Eevee. I usually get one by the third attempt. I have a few now if you don't feel like waiting. c:

It will still continue to level up. It will also try to evolve each time it gains a level. I'm pretty sure that it will still learn later moves.

It will continue to level up, and will generally learn certain moves earlier than if it were evolved. In fact, some Pokemon can only learn certain moves by delaying evolution. Shroomish Spore is a common example of this. It learns it at lv 45, but evolve into Breloom at lv 23. If you evolved him before learning Spore, Breloom would never get it.
