I have just beaten Norman, and I was wondering where I could train well with my swablu and catch it up as it is 10 levels under my other pokemon. Any help would be greatly appreciated!

I realize the wording is tricky. I mean an area where I could easily level it up to 34ish without having to sit there for hours upon hours
 
You can go look for people with Super Secret Bases whose teams are full of suicidal Lv. 100 Blisseys like on this thread. http://www.smogon.com/forums/threads/oras-super-secret-bases-thread.3522712/page-2 disclaimer is that some of their bases are located far from where you are right now. These Blisseys are beatable because they either hold a Toxic Orb wherein they will just poison to death or use Healing Wish. They also have no attacking moves, so they can't damage you, only giving you free 15k EXP each Blissey.
 
Rebattle old trainers. In the dexnav map thing you can see whos willing to rebattle you. Even if you battle old trainers their pokemon will scale up for you based on how far you're into the game.

And I don't feel comfortable doing the Blissey thing. I feel like that is sort of cheating in a way.

No they don't.
Blissey have the highest exp yield
Audino have a base exp yield of 390, blissey has almost double that, at 608

Redoing the League gives you different starters ;D i got sinnoh and unova starters now xD gonna clear league 3rd time maybe to see if i get more :O

I don't find it cheating at all I think it's totally legit you aren't hacking or anything

Yeah, but it is still using something not readily available form release date prepared by Nintendo. That is the reason I said sort of, and in a way. But I totally understand where you are coming from! I'm not the kind of person who would bash someone else for doing something I don't do.
 
wow those blissey bash huts are amazing within 2 days i got a pokemon from lvl 1 to 100
