I've gotten to the part where you battle Dusknoir and his Sableeye, then restarted because I couldn't beat him without Grovyle fainting.

I also have Red and Blue, and I've beaten them both (red twice).

I've got red (complete), blue (I haven't really started it) and explorers of time (post story complete). The Grovyle vs Dusknoir and Sableye battle is epic. I had vacuum cut at the time which really helped as it hits all enemies.

I think you beat the game, then you continue playing it, and then you can evolve.

I restarted my game, and now I'm at 2 days after your failed mission to collect the apples.
