They don't HAVE to make a legendary pokemon that has to represent something.
Mew and Mewtwo for example. So I'm sure they'll come up with something.. hopefully good.

She would be a Normal type also, but possess stone discs instead of plates, and possess an additional disc that causes her form to take on a more human shape, with a dress of pure light.
