So I'm plot resetting (for a random villager) but sometimes I don't see the plot at all. Like I know someone is moving in because the first time I saw the plot. I resetted but now I'm looking every inch in my town and I can't find any plot. I'm honestly very confused. I know earlier I thought I was safe since I saw no house plot, but when I started up Canaberra placed her house on my path. I don't want that to happen again but I can't find any house plots. Am I doing something wrong?

No. I always start off with a new character before I use my mayor.
Though the 2nd time I resetted I think I did accidentally click my mayor save, but I exited out before I actually got in the game. Like Isabelle just greeted me and I left. But I thought that wouldn't do anything? But even if that did change anything I thought there would still be a house plot since the first time there was a house plot.

To clarify Ettienne's answer, whenever you're expecting a random move-in, for up to a week, each day of that week has a different chance of seeing a plot. On the first day of that week, you have a chance of seeing a plot, but it's unlikely. If you keep resetting, sometimes you'll see a plot, other times you won't. That chance of seeing a plot will increase until the 7th day of that week, where you are guaranteed to get a new plot with each reset/load. If you want to reset for a random villager, wait until the end of the week to have a higher chance of getting someone you may want (but don't forget to check everyday and to save if you don't see a plot so that gets saved, if that's what you want).
So it won't happen to you next time whenever you expect a random move in check around 5-6 times. Make a new character for each and go around town to see if there's a house plot. There are sometimes when there won't be a house plot when you make a new character for the second time but if you end up loading your mayor after then there will be a big chance that there will a house plot. (this has happened to me 3 times T_T)
