Plot-resetting trick question

So I've heard of the new plot-resetting trick, where you place paths around your town except for the 3x3 spot you want your villager to move into. Do you think you could make it so no one would move in if you put paths all over your town and got rid of any trees or flowers? Or would the villager move in anyways?

If there are non 3x3 spaces open a new person will just plot anywhere. You can't stop them from moving in, sorry!

It hasn't happened to me but people say the plot will move on top of the paths if you don't leave a single 3x3 spot.
