Plot resetting stress - what does it lead you to do?

I'm getting there... I haven't had any problems with this until today. I plot reset Skye and Mira just fine but Rudy is being a pain in my behind today. He keeps wanting to stay in one spot! No darn it! All he does is move forward one space forward in that same spot... I had to turn off my system and I'm gonna go eat breakfast. I wanna punch his face even though I really want him to be in my town...
 
Please use this tip. It'll save you soo much time... When plot resetting, most people just go to the home menu and start up the game again and again. You'll find that a villager keeps resetting in a certain area. To go around this, turn off your 3DS after you've tried about 5 times and then see if the plots are located in different places. They should be, and the pattern of location you was in will be changed. Repeat this method until you've found the house plot around the place you want it, and then keep trying to plot the house without turning your 3DS off. I hope this helps you, I've used it before and it worked pretty well.

I personally feel that this is the one true fatal flaw of this game, and if I could have a remake where only one thing was changed it'd be this aspect. I think as Mayor, we deserve total control over who stays and who doesn't and where they go. It'd be so simple to do.

Maybe a way you can be "best friends" with a villager so that it puts them in a state of never leaving be accident, or a "permanent resident certificate ceremony" or something cute at the own hall. And for house placement either free form location choosing or at the very least the ability to set "residential plots" or something.
