Plot resetting gone wierd?

Ok, so I was plot resetting for a villager that I though was moving in (He wasn't planned by me, he just found an open spot in my village), I soon found out that this guy is Eugene, and when I didn't like his location, I reset and found Pheobe instead! Is this normal?

Are you villager plot resetting? That's what happens when you have 8 villagers. Each time you reset a different villager will appear instead. It's normal if you're villager resetting.

Yes, is there another way that guarantees me the same villager?

You have to get it from someone. Like, let's say Steve's peppy villager Sprinkle was in boxes, going to move away tomorrow. If David went to Steve's town and invited Sprinke to his own town, then the next day or so, Sprinkle's plot will be the only plot appearing when you reset again and again (or at least it should be).

A plot will change the villager moving in only if the game automatically gives you a new villager (less than 9).
Otherwise, you can get the same villager every single time if you invite them from the campsite, adopt them from someone else's town, or if they are a voided move-in that you picked up.
