Plot Cycling help?

I moved out Genji because his house was in a bad spot.
I've moved out 24 villagers (I kept a list so im sure on it) so through plot resetting I should be able to have his house plot come up right?

I've plot reset before so I know it takes a long time. I'm making another list to keep track of my plot resets.

I've done it 45 times so far. No sign of Genji. Lots of Bill and Teddy. Seen a few others once like Kody once.

Am I doing this right? Did the welcome amiibo update make it so even though I moved out 16 villagers Genji won't plot?
Would turning on and off the DS help with plotting?

He's my last dreamy.

You can just adopt him from someone. Your chances of him randomly moving in is 1 in 300+, even less if you consider the fact that sometimes there won't even be a plot there. Not worth the time and effort, especially with the amiibo cards. It's easier than ever to get villagers you want for a decent price here on the forums.

however, if you have an imbalance of personalities in your town with genji's personality type being non-existent or rare in your town, you'll have a significantly higher chance of him moving in.
