here's my 2 cents:
uchi: uhh this is hard but considering you'll already have a cat I'd go with pashmina cause she's cute and sings a lot

Here are my thoughts:
Uchi: Pashmina, she's a sweetheart. If you're open to other possible options, my all time favorite Uchi is Cherry. She's awesome and has an incredible house.
Cranky: Fang for sure. He's my cranky, and I adore him
Jock: I actually quite like Genji, but honestly if he has a starter home, and you've also probably had Genji for a long time already, go with Roald. Roald is beyond awesome, and was my jock for many months.
Peppy: Definitely Piper from your given options. I'd also super recommend Merry and Ketchup.
Normal: Daisy for sure over Melba imo. Daisy is fantastic. My other recommendations would be Poppy (one of my absolute favorite villagers ever) or Molly (a SUPER sweetheart.
Smug: Definitely can't go wrong with Marshal or Kyle in this regard. I really like them both. My other recommendation would be Zell.
I'm of the sort that I keep at least 2 plots rotating villagers to experience new ones all the time, and keep around 7 - 8 dreamies present. If you're having a bit of trouble deciding who to keep/acquire, you might consider visiting Dream Addresses with said villagers to get a feel for them.

Firstly, I am joining the Pashmina camp. I had her during New Leaf. I didn't want a sisterly in my villager in New Horizons. But based from my own experience, she's a complete sweetheart that takes good care of you. She also has this stern look if you mess up with her.
As for peppy villagers, you're considering both of the best bunnies. You can't go wrong with both. But if I have to pick one, I would go for Bunnie. I am a big fan of her eye style.

Uchi: I have Agnes and she is precious! Highly recommend her.
Cranky: I like Wolfgang the most out of these options, but all of the cranky wolves are really solid.
Jock: I'd personally keep Genji, unless the starter house really bothers you. You can always temporarily move him out and then try to find him again to get his original house.
Peppy: Ruby or Piper. I can't pick. I think if you feel like going for cute vibes then Ruby, but if you want a more elegant peppy then definitely Piper.
Normal: Daisy! Her design is so pleasing and soft.
Smug: Hans. I had him for a long while, but had to let him go to make space for Pietro since I didn't want three smugs and I was attached to Leopold more than him. I still highly recommend Hans! Very neat and underrated villager.

However, Katt has her own lovely charm, like she might be "ugly" (although I would call her look more "unique", as she stands out from other cat villagers), but she's such a sassy sweetheart, if you give her a fair chance, she can be likable. Perhaps I would pick Katt over Pashmina here.
Cranky: Out of the three, I find Dobie the best, mainly because of the fact that he's a grumpy grandpa.
Jock: Rudy is by far my favorite under all jock villagers out there, so of course I can only recommend him, as he's really such a lovely goofball.
Peppy: I would say either Ruby (I love her design) or Bunnie (became my favorite peppy after her comeback in New Leaf). Piper however is also a good choice.

Uchi: This is difficult for me too since I’ve become interested in all three lol! I have to go with Katt, mostly because I love cats and I actually like her design. I find it very unique the placement of her eyes and mouth, her smile and the fact she is a completely brown tabby (I love tabbies).
Cranky: I like Wolfgang and Fang’s design the best of the three but I’m kinda indifferent to all three tbh, not sure why. But, I think Dobie’s design is really unique. So Dobie if you are looking for one with a different and unique design. Sorry; this probably doesn’t help at all.
Jock: I’m with @xara on this one. Everything she said is correct (in my opinion)
. I hated jocks but meeting Rudy as my starter has changed that and I have always liked a lot of the designs of jocks. He has the cutest expressions after Punchy.

Here are my thoughts from your list:
- Uchi: Agnes. She is a current resident of mine (invited her from the campsite), and I've grown to like her more and more every day. I'm considering making her a permanent resident. She has the play hobby, so she's doing zoomies all the time. I love her house design to boot.
- Cranky: Dobie. I like all the wolf designs, but even to me, they start to blend together. Dobie embodies the persona of the cranky old man, so he gets my vote.
- Jock: Rudy. He is my ultimate dream jock villager -- he's simply adorable! He's even cuter in-person, after I saw him on @Dunquixote's island. ^^
- Peppy: Bunnie looks very cute. It might be just her profile picture on the fan wiki, but Piper looks more like a snooty to me.
- Normal: I have Daisy, and she's a total sweetheart. I ran into Melba recently while island hopping, and she's also very, very cute.
- Smug: I am undecided between Marshal and Kyle. XD I would also recommend Lopez or Zell.
