Bushes can grow in a connection of 12 at most. This includes trees and stumps, vertically, horizontally, and diagonally. If a bush or a tree is planted near a sequence of twelve bushes/trees/stumps touching each other, that thirteenth sapling will not grow. -WIKI
bushes also can't grow right next to buildings or public work projects, so it will die if it is on any square that is touching a pwp. also you have to have a space so you can walk around the bush so it's not too close to a cliff or river. (dig a hole and make sure you can pass in between the river/cliff and bush and you're fine)
Just to add to the above, sometimes you will get a dead spot where nothing will grow. I've got several throughout my town. Think the only way way to possibly fix them is by removing all other bushes in the area and planting again one by one. But even with that I only managed to fix a few.
Also, there is a limit to how many can grow in the area, not sure what that is right now without checking. You can't plant more than 12 in a row but you also can't plant more than a certain number, could be 16x16 as said above. Will have to check
