Only the city weather matters. If its dark or cloudy he is probraly not gonna be there. He might be there on random sunny days.

Wrong, the city weather can be different to the town weather

He can appear in the city as long as it's not raining or snowing. And if you see him once, you'll probably keep seeing him for a while.
