Petitions: What are they for?

What are the petitions for exactly? Can you just get them signed for just anything or what?

There's two types of petition: one that Shrunk hands you and another that is typically given by your animal residents.
The former has you to get 6 villagers (regardless of where they came from) in your town signing it, allowing you to unlock Club 444/101.
The latter has to get 6 villagers outside of your town to sign the petition, and you'll be rewarded with something. If the villager who gave the petition is friendly enough with you, they may even give you a pic.
