Perfect Town

I know that getting a golden watering can means you have to be a perfect town for a certain amount of days. How many days and does it have to be consecutive?
My freaking friend went on my 3DS and dropped all her stuff then forgot to pick it up before quitting, so now they're complaining about the cleanliness of the town.. But I swear, I've had a perfect town for so long..

You'll need to keep the town perfect for up to 15 days consecutively to be able to get the golden watering can, sadly.

If you have Beautiful Town in effect and you pull any leftover weeds/pick up ANYTHING left on the ground, the cleanliness won't be a problem. PWPs, I dunno. You need at least 10 and they have to be a variety, so that's basically how you keep perfect town.
