Perfect Town?

Today I visited Isabelle to ask about my villager's town satisfaction.
This is the response I got:




She went on to tell me about my new Public Works Projects available: a Train Station Upgrade and Flower Clock.
I didn't find a Jacob's Ladder anywhere around town though.
Am I just really close to a perfect town, or do I have it - and my flower is just hidden somewhere?

They will also keep popping up randomly in town if you keep the perfect rating. I think I have six of them now.
