Perfect Town Weirdness

OK, since my mum got NL, she's been asking all kinds of weird questions of me. The most recent (that I cannot answer) is: Why have I not got the golden watering can yet? Good question, she has had perfect town status every single day for about 23 days now!! She checks with Isabelle every day due to her hatred of having to water every flower all the time so she can end it asap.

She did TT once, but within the same day (to let me sell my turnips for her morning price!!) but all flowers were watered and weeds picked before she shut off that day (at the correct time!)

Sooooo, what's the deal with this??!

My villagers didnt give me a party even though it was my birthday, but they gave my side character one..

I wonder if getting a golden watering can be in any random day? I got mine--- without even knowing I have to talk to Isabelle (therefore occasional question on 'citizen satisfaction'), but I've been playing NL for more than 50 days.

That is weird, is she sure she has a perfect town? Also, why doesn't she just switch to Beautiful Town until she has her gold cans, that way she won't have to water.

As for the birthday party thing, I think your friendship level with the villagers effect it.

Does your mom have a bunch of items laying around town? Like more than 10? (clothes,furniture,money). I wasn't getting the can either and had perfect town for weeks. I had 6-7 Jacob's Ladders and still no GWC! I heard that about the items,picked up all my crap, and a week later got the can.

Thanks guys. Interestingly Scribbler, I suggested that as my second character got one the day I moved him in haha!

Snow, definitely perfect town, she has Jacob's Ladders and Pave is currently caressing the ground haha (weird phrase but hey!), and the speech bubble has always shaken when she's been asking when it says the villagers think it's the best town ever.
I mentioned changing her ordinance, but she's all about playing it organically so to speak. She says that she wants to feel like she's earnt the can the hard way! Although turning into more of a feat than most... She has no ordinance at all actually, which is annoying when visiting to buy something being used to Night Owl hours and finding the shops all shut. Derp.

Halation, nothing on the ground except flowers. All weeds are always picked, the pitfall is hidden so that there's no new one every day (but it has never affected my perfect town so I let her know leaving it was safe! There's nothing left at 6am any day

I'll suggest the extra character thing again. Maybe just do it when her 3DS is left unattended for 10 mins. AC:NL Stealth mode activated. Who knows, if it works then it may prompt the mayor character to get one next time too!

EDIT: Never mind, I got a text just now saying she finally has it. That's what I get for trying to help!!!!

Aww thats really cool your mum plays.. I wish my mum would play she'd love animal crossing haha
