I am trying to achieve a perfect town status..

But im having troubles getting it.
The basic requiremens are met (13pwp, over 110trees, way more than 75 flowers, no trash or weeds)
But isabelle keeps saying underdeveloped or not enough greenery.

What am i doing wrong?
 
You might have too many trees. These include bushes and trees on the beach, I believe. Some PWPs also REDUCE your 'score' as well. I believe the trash bin lowers it, among other things.
 
I dont have trash, or any ‘trashy’ pwp. So thats not it.

Ive tried to cut trees one by one.. but when i cut 1 to many its saying not enough greenery. When i replanted a tree its saying underdeveloped again......
 
PWPs like Museum upgrade and Dream Suite don't count, are you at 13 not counting those?
 
Ive only counted pwp that are in my town. So not the museaum, dream suite etc...

I would keep Addiing more public work project until you can’t add anymore and see how it goes :)
Usually for me it’s the public works project or too many trees.
 
Have sufficient number of flowers and trees. No trash on the ground. No ores. No excessive baskets of fruit.

Repeat yellow bench and lights in numerous areas. Add PWPs which are not permanent. Just get them built.

You should have a day come in which you get at least one Jacob’s Ladder and confirmation from Isabelle you have achieved the Perfect Town.

I’m taking note of all the trees/bamboo etc I have for reference for gaining perfect status in my main town, since I’m having trouble with that one. Because you already fit the "requirements" for pwps, flowers, etc. maybe you can see if your pwps differ greatly from mine, because I know some PWPs can decrease your score (garbage can, illumination series, etc.) Here’s how I got it in my second town:

trees total: 152 (including cedars, oaks, bamboo, fruit trees, and coconut/banana trees)
weeds total (not including clovers): none (or maybe one or two that’s hiding - but never over 10)
items on the ground: usually never, but sometimes I transfer items to other characters throughout the day, usually not exceeding 10 items.
flowers: well over 50, which is the requirements.

public work projects so far:
1 campsite
1 police station
1 cafe

3 zen bridges
3 torches
1 stone tablet
1 stonehenge
2 water pump
2 log bench
2 hot spring
1 geyser
1 water well
1 drinking fountain
1 wisteria trellis
1 windmill
1 statue fountain
1 round topiary
1 tulip topiary
2 square topiary
1 zen bell
1 zen rocks
1 zen clock
1 zen streetlight

Here’s other things I noticed when I first got it:
- You do not need to have public works projects evenly spaced out throughout town (eg. x amount per acre, etc.). As long as you have the required amount, 10 and over, you are good to go.
- You also do not need to have trees spaced evenly throughout town, as long as you have the required amount. My whole left side of town was completely barren and I still got it.
- You do not need to have built the police station, possibly even the cafe.
- After building my 10th PWP, any PWP I built after that pretty much did not affect my town rating and I always stayed within "perfect town" status. But probably because none of my PWPs fell under the "Bad" category according to the guide I posted below.

I don't think bridges count, once I had 11, including the bridge, Isabelle said I have a perfect town.

Try planting more trees. Chopping done trees because Isabelle says the town is under-developed is achieving the oppisite effect you want. You need 110-200 trees. This includes palm, cedar and basic trees. Also try spreading out flowers instead of having them in one clusster (if you don't already have them spread).

You also can only keep 9 items on the floor. I forget if fallen fruit counts against this. Basically, just keep nothing on the ground.

Lastly, achieve a perfect status, clean town, no trash buried, 110-200 trees, over 75 flowers, for 15 days straight.
 
I think a lot of things have been addressed by others, but make sure your PWPs overall are very positive since some PWPs are neutral while others are really good and count as more than a typical PWP (some give more "points" than others). Additionally, to answer Stella's question, dead trees do not count against the perfect status, they are just classified as a tree under the criteria (which is nice on Nintendo's part since they can be used for specific themes or to make forests in certain towns more realistic). When it comes to whether things should be spread out or not, the game doesn't care since there is no acre system in this game. All it cares about is the total of "points" accumulated as you are fulfilling criteria. After you get perfect status though, you will acquire the Flower Clock which is the best PWP possible when it comes to positivity (gives the most "points" out of all PWPs) and it actually gives you enough bonus that the game becomes more lenient on retaining the status (like extra or less trees in town)! Another suggestion for getting the sufficient number of trees: plant fruit trees. Do at least 24 combined of coconut and banana trees along the beach. You can stretch that to, say, 30. Perhaps you would plant the same number if each.

A lot of this is knocking out the work of the bare minimums: the numbers for flowers, for trees, and for Public Works Projects (non-permanent)?while keeping the ground free of garbage.

It is not really difficult. I didn?t understand this at first. So, please let us know just after you finally achieved the Perfect Town.
 
I had a really easy time getting a Perfect Town! Lemme list my PWP:

1. Cafe
2. Well
3. Log Bench
4. Light House
5. Camp Site
6. Street Lamp
7. Street Lamp
8. Windmill
9. Bell
10. Fountain
11. Flower Archway
12. Wisteria Trellis
13. Fence

These were all in my town, but Isabelle told me my town wasn't perfect... And then I finally had my tenth villager move into town. The next day, Isabelle told me my town was perfect. I couldn't tell you how many trees I have, but I have a couple of "orchards" in town. I also have a lot of flowers all around the town. I have a little park near my house that's filled with pansies and I planted flowers around villager houses.
 
PWPs, which are not permanent, that I would suggest getting built—to more quickly establish a Perfect Town—are more than one Yellow Bench, more than one streetlight, the Fire Hydrant, the Fountain, the Fence (ideal at a location where one would build a human’s house if he doesn’t have all four slots already), the Water Well, and available signs. (These non-permanent PWPs can later get taken down.)

To do this, along with 30 to 36 coconut and banana trees (on the beach), other fruit trees (I like to do this around villagers’ houses; sometimes with humans’ houses as well), the cedar and sapling trees—you can get to 110 total trees more rapidly than one may otherwise expect.

Based on your list, I'd say you have 8 pwps, I started counting from the flower arch down, because I don't think the pwps above count.

I just visited your DA and I think the reason you don't have Perfect Town status yet is all the stuff buried or on the ground. I found several dig spots. I didn't count, but it was definitely more than the daily 4-5. There is also a bag of bells near the train station, some fruit around a few of the trees, and mushrooms on the ground. All of those things are counting against your perfect town status. If you pick up and dig up all those items, you should get Perfect Town status the next day.

Mushrooms actually do not negatively affect your perfect status including rare mushrooms (even though they are from underground)! :D I got a ton in my town and have perfect status as well so I know for a fact they don't! ;)
