Perfect town and number of villagers?

I was wondering about the following: I have had a perfect town for three days now, but I have only 9 villagers. In 3 days one of them will move out, leaving me with only 8 little animals. Will this affect my perfect town rating? Should I quickly look for a replacement?

People have lost their perfect town rating when a villager has moved out. I would place another PWP, just to be sure.

I place new PWPs evey day, so if I keep doing that I'll probably be fine?

I'd think so Just don't get the drilling rig or garbage can, as they're reportedly "bad for the environment".
