Perfect Town - A little help please

I don't understand what I'm doing wrong for my perfect town rating?

• I have between 114 trees
• I have well over 75 flowers
• I have the following public works projects

1. 3x Cobblestone Bridge
2. 1x Yellow Bench
3. 1x Park Clock
4. 1x Street Lamp
5. 1x Cafe
6. 1x Campsite
7. 2x Tulip Topiary
8. 5x Square Topiary
9. 1x Round Topiary

I have the beautiful ordinance in act, no weeds rubbish or anything on the floor. Buried items never exceed 10 a day (usually around 5-6) and I'm not quite sure what else I can do.
When I go to Isabelle, here's the message I get:

"It seems that [Town Name] is starting to gain some attention as a popular sightseeing destination! I hope they continue to work hard to really keep revitalizing this town!
Eek eek!"
The citizens also say that they feel [Town Name] is underdeveloped. They want more public works projects! The fate of [Town Name] lies in your hands, Mayor [Name]. I just know you'll do us proud!

I already have so many PWPs. Something's wrong, someone help, please?

Yep, that's the annoying part. I've been there too and what you need to do is just go and start landscaping with the trees and such. I planted like 20 more trees and all of a sudden I noticed a Jacob's ladder, perfect town rating. Boom. Just do what you wanna do once you get to that rating!

Haha that happens to me too. They tell me they want for PWPs, and so I give them more, and then they said my town isn't clean enough meanwhile nothing is on the floor that doesn't belong there. it becomes a cycle for me lol but you seem really determined so you'll probably get a perfect town faster than me. good luck!

So I planted 21 more trees and I now get this message:

"Goodness gracious! Even from an academic standpoint, I must say this town is become quite good! If the town grows like this I have no doubt that its value will keep soaring even higher, eh wot?"

This seems like more or less the same message. Does this mean I need to cut down trees or bury more, because despite what Isabelle is saying, it clearly has nothing to do with PWPs. Anyone give me a little help? Please?

Can you try a few more street lamps? They are small and easy to demo.

I don't think it will be PWPs though. The guides I've looked up say you only need 10 yet i have way over that. I have abundant nature points and abundant living points from PWPs, it must be the trees, I just wanna know if it's more or less, because i don't wanna axe down 10 trees only to find i needed 10 more.

I want to know (if anyone does) if it's like a ratio of trees to flowers or plantlife to PWPs? Please can someone let me know what this message is asking me to do:
