TBT bells are bells you get by posting responses on threads. See in your post how it says:

The part where it says bells is the amount of TBT bells you own. Witch is only asking for 4 bells from you. You own 233. If you look at the same place except in Witch's comment, click the word bells. A little screen will pop up. The heading will say Currency, and it will let you transfer bells to Witch. Where it says Amount, type in "4" and then click "Submit". Then tell her you sent the TBT bells and she will give you your rose sofa.
