If you mean New Leaf then yes, Pascal is in the game. If you're diving & catch a scallop Pascal will appear & ask you to give him the scallop. In return he'll put a random piece of furniture for this set: Pirate? in your pocket. The scallops can be a pain sometimes to catch though. I hope this helps!

what the previous poster said! do keep in mind though, you've to catch the scallop in the ocean at your town! catching it at the island doesnt count

Also, it apples only to the first scallop of the day that you catch.

In addition to all of the above that's been said, Pascal also won't show up if you catch the scallop too close to your beach. I guess because he always pops up behind you, so if there's no room, he can't appear.

He will show up on the next scallop you catch that isn't too close, fortunately
