so in order to get something from pascal you have to give him a white scallope or regular scallope. well i looked around my beach and i couldn't find any scallopes any reason why

Well it has to be a regular scallop. And they are pretty hard to come by.

Just pick up everything on the beach and wait 5 minutes. Check the beach again. The shells regenerate pretty quickly, you'll get a scallop soon.
