Hi there! Not sure if you have the DLC, but the ability to craft partition walls is unlocked after you play for a while (I don't want to spoil anyone, but you could read a guide like here: https://game8.co/games/Animal-Crossing-New-Horizons/archives/346625) -- see step 8.

I don't know if it's possible to trade them. Hmm...
