Ok, so I haven't seen the show, but I've been Googling a lot. 
This looks like a fun character to do. From what I can tell, I would do something like this:
1) Orange hair (of course), in the third male style shown here: click
2) Since you can't get the lavender eyes/Rinnegan in ACNL, I would use the hmd visor accessory to indicate the Rinnegan's powers.
3) A custom QR code--of the dress variety--that mimics his long black & red coat. It looks like it would be a pretty simple design to make.
4) White stockings (?) and black loafers or ninja sandals.
Too bad you can't add the piercings.
