Outdoor design kiosk

We were on a dream island and noticed that their design kiosk was located out in front of the residence services building, in the square. Is this an actual thing we can have?

It bugs me SO much that every time I think about using it the sisters shop is closed... grrr... lol

It’s only available on dream islands, the portal on the plaza isn’t an option on anyone’s island. It’s unfortunate because it’s so convenient there.
