Bill was one of my initial 2 villagers, and his house is just....sad. If I gift him things that are supposed to be in his “real” house, will he put them out?

Side note: anyone know how to get thgraffiti wall? 😄
 
I don't know if he'll put furniture in the correct place, but he might. Pashmina gave me a diner sign sometime ago, and her house is supposed to be a diner, but she is one of the two villagers that started on my island, so it's something else. Here's a link of what's supposed to be inside his house. I think they're supposed to be the correct colors, too. I could be wrong about that. Unfortunately, you're unable to give them and wallpaper or flooring to make their house look like it should.
 
The other answers you've gotten are good. I just wanted to add a link to this guide on furniture replacement.

In a nutshell, villagers won't replace wallpaper/flooring. They can only replace furniture with other furniture of the same size and add small items that are meant to go on top of surfaces. This is done somewhat randomly, so your villagers could have, for example, multiple beds at the same time. There's some furniture that won't ever be used (most notably all large music players).

If you're willing to go the extra step, what you could do is have those villagers move out, then have someone adopt them, then have that person move that villager out immediately (using Amiibo is best), and then you can adopt that same villager again, and then they'll finally have their normal home. If you do it this way, that villager will even still remember you and will have special dialogue upon being invited ("I can't wait to be neighbors again!").

Edit: I took a look at Bill's actual house, and, uh, yeah, you're not going to have much luck, unfortunately. Certain items are also seasonal and won't be put out in the incorrect season, and the Cherry Blossom set is among them. The Branches also has a weird size if I remember correctly. You should be able to set out the Imperial stuff, and I believe the generic Jock house has a lot of 2x1 markers, so you have a lot of room to place the other furniture of that size. But his actual room has a pretty defined aesthetic, and you'll probably have a hard time recreating it fully.

I tried to replace my starter jock's furniture but it's too hard, it get's mixed up, he just won't replace some stuff.. I eventually gave up!

Didn't know about the floor/wall thing. I also gave him the bamboo flooring and he said “gotta give what you get” and gave me a garbage bin. 😂 Jackass.
 
Yeah, your best option is going to be moving him out and then back in. There's a thread for holding villagers in the New Neighbor Network, or you could find a friend to do it.

And oh, heck, sorry; that's my bad. I double-checked, and for some reason, the Imperial Dining Table is one of the few outliers that can't be placed at all. There's a bunch of seemingly random furniture in that category in addition to the large stereos/DIY workbenches. I was like, "Oh, it's just a 2x2 table. It should be fine, I don't need to check it." If you want to keep trying, I'd definitely recommend referring back to the guide that I linked you and just Ctrl-F every item you're interested in gifting. Some items that can't be displayed just seem so arbitrary.

... at least you got some friendship points out of that exchange?
 
Flo and Dom are both my starter villager.....and both live in woody starter home.

Flo’s house is suppose to be icy and wintery and Dom is like a backyard........I mean it doesn’t fit that well with the woody theme overall since they won’t use the wallpaper I gift them...

So I just give them ironwood bed with customised pattern, and a double sofa with their preferred colour. I used furniture with their favourite colour to try to make it homey for them, like cute radio, throwback rocket (as a wardrobe), cacao trees etc.

If you don’t mind they wouldn’t have what they gonna have in their original home, you could always gift them something you think it would fit their house, since it is a starter house, I think you can try experiment with it.

I mean, I gift Flo a kitchen island before and realised she actually cannot put in her house. It was actually fun to experiment what fit their house and what doesn’t.

I have villagers like Punchy and Flo still staying in their starter home and I still gifting them furnitures if I think it fit their house.
 
The starter homes are a cool concept but I wish there was a way to upgrade their houses (without going through the whole moving out and moving back in process). Nevertheless, there are some villagers who would be better off in starter houses. For example, my friend has Hornsby and his starter house is actually cute compared to his real house which is a dump lol
