Hm... well if you can't find it, I'm not sure what to say. There's some 3rd party computer complete rebooters but those cost lots 'o money and they might not work. What kind of computer do you have?

Windows Vista... then I don't know what to do. Sorry, but at least I tried, try finding or burrowing someone's vista installer and see if you can remove your data.
 
You probably had downloading trojans. If you can not access your Control Panel or any files that help you recover your computer you will have to either buy a new computer or find a recovery disc.
