Odd questions about festivals...

I'm pretty new to AC as a whole, I've been playing for some odd months now, but I've only just now had this random question.
On your 3ds you can change your region settings, right? So if I were to change it to, say, Japan or whatever, would I be able to participate in the festivals for that region?

Sorry if this is a foolish question, I really have no idea, and I couldn't find the answer online.

It's locked into the game cartridge/download, so you can only attend Japanese festivals with a Japanese game.

There are some things that you can do though depending on what region you live in. I'm going to assume that you live in North America. If you change the language setting to Spanish on New Year's Eve you will get the 12 grape plate instead of the sparkling cider drink. If You have the Euro version and you change the language to German , you will get the Berliner on New Year's Eve. Unfortunately the Korean and Japanese festivals require those specific region game cartridges and consoles
