About a week ago Octavian arrived at my campsite, and I didn't know how to make it a resident on my island. After a while I realized how but he was no longer at my campsite. I might see him again sometime (not just at campsite even if I fly to island and tell him to come to my island)?

Statistically you're most likely to encounter one of the octopi on Nook Miles islands.
That being said, the game apparently will not show you duplicate campers unless certain conditions are met so your best bet would be flying to NMT islands or adopting from elsewhere.

I hope you find him again - he's one of my absolute favourites!

He's been on my island since early May and then last night out of the blue he joined forces with Shep and started singing, which neither of them have ever done before! I was genuinely shocked!
