Obscure NPCs you’d like to see return?

Hey! So, I know we’re all begging for the return of absolute icons like Brewster, Katrina, etc, but who are the obscure, maybe even forgotten NPCs that you’d love to see in New Horizons in a future update? Everyone seems to forget about him, but I love Phineas! Badge collecting in NL was so much fun, and buying balloons from him in the city in CF was so whimsical! Also, I NEED to see the pelican love triangle resolved. Pls Nintendo (And can we make sure Frillard isn’t dead? Shrunk kiiind of implied he was dead in NL).

We never even knew his true identity. I would be ok even if Isabelle dressed up and came to us one day in an acorn mask saying she was cornimer. I wouldn’t question it.

I needed to take a list to remember all these characters we've never seen here.
I don't know if they can be considered a 'obscure' but I miss the three pelicans! Especially Phyllis who was really fun because mean haha. And Kapp'n and his family. I remember him from Wild World in the beginning (in the taxi, maybe a little bit scary today) and on NL his island was a lot fun!
I've never met Frillard and the two fountain characters you mentionned before as I've never played the game where they're appearing...
+ Cornimer, yes! I don't know if he will be useful as we can catch acorns in trees but... why not more items!

i wish they'd bring back Woolio. he just looks so incredibly silly, and a jock sheep is inherently comedic to me. And tbr snooty cub known as Cupcake in the GameCube game. Her sass was on another level.
