Oh it's an in-game maintenance? Someone who I was going to adopt from said there was one and I can pick her up after, but when I asked about it she didn't reply so I was unsure.

No, you need an open plot to adopt a villager

So you need the fence with the white sign in front to adopt

Well if Spooky doesn't want her, you can come pick her up after the maintence is done. All you'll have to do is come talk to her and convince her to move in.
