No villagers in Nook Mile islands

I was doing some Nook Mile islands to see if I could get a decent villager, and none of the islands i went to had a villager on them. Why is this happening? Is it because there's a cap on how many villagers you can have?

The cap is 10 villagers, once you have all 10 slots occupied, you stop getting villagers in mystery islands. The only "reliable" way to get new ones is with the campsite.

Once you have an empty plot, you will get villagers in mystery islands again.

Wish we could still get villagers in islands (but like, not in the same rate as when you have an empty plot) and then you could invite them to you campsite, that way the mystery island AND the campsite feel worthwhile.
