No house plot when plot resetting?

So, a villager moved out on the 27th.
I time traveled to the 28th at 5:55 a.m. as my mayor.
I started a new character just before 6 a.m.
No house plot.

I repeated this until the 30th and there's still no house plot. What am I doing wrong?

After a villager moves out and you go down to 8 villagers, for up to a week, every day has a chance of getting a random house plot. The chances increase as you continue through that week where on the 7th day, you have a 100% chance of seeing a new random plot for every single reset you do.

You've only gone two days forward out of that week, so you're not guaranteed to always see a new plot. Some resets will have a new plot, some won't. If you just want a new plot now, then you have to time travel a few more days, and then you should start seeing plots with every reset.
