You can also get 10th villagers by Streetpass and going to someone's village and talking to a villager right before they move out (Idk if there are any other ways).

Yeah it would have been from somebody else's void then most likely if you've been adopting villagers off here.
In future if you're at 9 villagers and you're saving a spot for a dreamie it is best just to turn off street pass and avoid wifi.
It's a real pain having to do that, wish it was easier to control who moves in and out of town

Yeah, Number 10 being taken up without having a villager move in is what I like to call a void infestation. IF you don't want them, just don't talk to them at all.
