I'm sure the image is a fake. Xbox doesn't use that white and green palette anymore, it was Xbox 360 thing.
That said, Microsoft could easily do something like that. Just like Microsoft and Sony tried to replicate Wii with their PS Move and Xbox Kinect, they'll try to replicate the success of Switch but... obviously it will be bad, haha. XD But I doubt anyone would do Cloud consoles anytime soon... it's just very unprofitable. A great amount of Americans don't like connecting their game consoles to the Internet, other people can't pay for high-speed Internet. Same for Europe. Handhelds - they're aimed at being taken outside (on a bus, on a walk etc.) and there's just no way you could play games with current mobile Internet. I've had problem with streaming on Playstation Now service with home Internet.
So, this is most likely a fake but I do think Playstation or Microsoft will try to do something with portable gaming.

Also I'm pretty sure that mobile Internet doesn't have any unlimited plans. There's always a data cap. That is for the speeds that are required for cloud gaming.
Smells like fake, besides, the idea as well as the look are just too similar with the Switch: "...two
halves (Joy-Cons), which clip to either side of a phone (Switch display), turning it into a portable
console (Nintendo Switch handheld function). Yeah, I doubt Microsoft could like to get in trouble
with Nintendo. Also, the console looks ugly, like a remote control of a TV with a small display in
the middle. No thanks.
I doubt Sony would try to make another handheld anytime soon. While I personally think Vita is a great handheld, it has a bad reputation. Mostly it's due to Sony trying to promote it to people who like games like Call of Duty, Gears of War, Uncharted - blockbusters with lots of shooting and technical effects, you know? But PS Vita was just there for smaller games and the ones you can play on the go. So, a lot of people were disappointed.
If they'll be making another handheld, they'll be dealing with a wave of pessimism from customers. :c But I do hope they make another handheld, yeah. PS Vita is awesome.
