It's always been kind of slow. But in Japan it's blown up because of the piracy scene. A lot of hardware is selling, but the software (other than Monster Hunter), not so much.
But I guess some developers are being optimistic. The PSP does have some pretty good games... Castlevania, all the SRPGs, the FF games, God of War, etc...
