I accidental;y bought a new plot from Tome Nook for my new town but I really only want 8 villagers. I don't see an option to reurn it, does this mean I'm stuck with adding a vilolager even though i don't want to, can I throw it away.

I don't think you can return it. But, if you stick with 8 plot, you CAN'T kick out or make anyone leave. Which means you are stuck with that villagers until you have 10 plot or villagers on your island.
