You have only waited less than an hour ^^ I'm sure someone will eventually reply :)

Instead of writing up everything, I decided to draw onto your map to give you an idea of what you could do. It's what I'd try and do with a map like yours :)

L = Lighthouse
W = Windmill
C = Cafe
P = Police Station

Its not the best, this is my first map I've drawn for anyone ^^

As you can see, the piece of land at the top, under your train station, would make a fantastic spot for your Windmill and is a nice size to create flower gardens and add in other PWPs.

You can add bridges equally across the river - two on that one stretch or river either side of the Windmill (decent space apart to warrant two bridges on that stretch) and one could easily be added elsewhere (up at the highest part of the your river in the right corner stretch)

Your police station could easily go up where I have drawn it, by your train station in that nice spot, or near your town hall. It's your town so toy with that idea. You can still smarten it up with flowers and gardens ^^

Your lighthouse could easily sit in that little spot at the bottom of the map - I like it when they are stuck on pieces of land where they appear alone.

Your cafe could easily sit near your plaza and be a seaside Cafe (I love those by the way) And gives an impression of a 'busy' plaza with your Retail nearby. Just imagine a village plaza with a local shop and cafe for relaxing in ^^

The paths I have created are not complete but show a basic layout that could connect everything together. From the Retail, you can run a path round it that leads, behind the retail, to an area with houses. There could also be another bridge there as mentioned above ^^

You could also circle the plaza with a path and connect it up with the path near the Cafe.

Hope this helps a little xx

looks awesome! the problem is some rocks are in the way which is so annoying and 2 people have moved in next to the town hall... i don't like them tho so they can go. Other than that i like it a lot :)

Just a tip but if you use miiverse to post a pic, you can select the bottom screen, so you can post a clearer picture!
