Need advice: Should I have 9 or 10 villagers?

I noticed a lot of people on here have 10 villagers, I would like to have Julian in my town (last dreamie) but I have to TT someone out...I was thinking I could get rid of that 10th villager I don't like and just have 9...because I'm worried about a villager asking to move every 2-4 days if I have 10. D:

I lost Freya because she never told me she was moving, if that didn't happen I would have all the wolves in my town D': Now she just visits my stores ;3;

Is there any method to making sure no one moves when you have 10?

No method, sorry :( You could keep saying for them to not move and nobody should move, considering it takes 4-5 days for a villager to request to move out again. If you keep doing that no villagers should movde.
 
You'll end up with ten sooner or later if you do any amount of wifi trading, and in that case your tenth villager will probably be something someone else voided, and we all know what that means. It'd probably be best to keep a tenth if you want to avoid surprise Hippeux one morning. :)

People decide to move just the same whether it's ten or nine villagers though. Once you've gone down to eight, you get a random move-in and then you're back up to nine and someone moves out. At ten, people WILL keep asking to move out until you get back down to eight.

Personally I've not yet had a problem with people disappearing on me - I don't TT, I play every day and try to talk to most of them if not all. I find them outside and walk into their line of sight before talking to them so that they get the chance to ping. I've not yet missed a moveout that way (think the least warning I had was 4 days once) , but of course TTing carries much more risk.
 
I only have nine and they ask me if they should move ALL the time :) Of course I say no to the ones I like, but the ones I don't I say OK move, and they're like "WELL I guess I need to stay to fix our friendship!" X[

okay thanks :3 I do TT but I make sure to walk near everyone and talk to all of them each day, I just like playing several days at once but I don't just TT carelessly XD thanks! I think I will go for my last dreamie, Julian now :] Wish me luck I will need it!! XD

As long as you catch all your dreamies outside (in your town, not on the main street or in the shops, etc.) and walk in front of them, you should be fine. They will ping you if they plan on moving. I think some people are caught by surprise because they don't load the game to catch everyone outside and villagers never bring up moving out when they're inside their homes or out on the main street or re-tail. Yes, I do wish that there was a way of blocking some villagers from moving but that's sadly not the case.
As some have said, if you're at 9, you will get a voided villager sooner or later (unless you never use wi-fi or street pass). Yes, it's true that with 9, they don't ask to move out as frequently as with 10 but then that ugly villager which will stick around for a long time is the price you'll have to pay if you wait for too long to get your 10th one.
 
I like to alternate and have 10 when actively trading or visiting others to avoid getting someone's unwanted, but go to nine sometimes to camper reset and stalk the villager trading posts. Either way, you'll have someone try to move weekly though.
 
Since I did my TT to get some villagers out for certain player, I realized they will ask to move every 3 days or 4 unless event coming up (eg:fishing tourney) and Sunday! Is annoying but mostly I received the news of anyone moving from peppy villagers =x if you lazy to go talking to each of them~ but it is best not to ignore any of your favourite villagers because once I think, I had talk less to Alice and she refused to stay when I stop her from moving (by accident of cause I want her out!).

I prefer having 10. I do not want to worry about street pass pickups or getting voids when in other villages.
 
I personally like locking it in at 10 so that i don't have surprise move-ins via streetpass or wifing. But 9 has advantages in that if there is a giveaway or something, you get to move someone in right away.
 
I get fidgety if I have 10 villagers, I'm afraid that Marshal or something will appear in the campsite and I wont have space, so OCD me keeps it at 9. I've also learned my lesson about that when I woke up with a surprise Moe.
