i'm not too adept with creepy stuff, but what you could do is save it during evening/darker times during a raging thunderstorm. you could create a house with the more run down wallpaper/furniture, definitely see if you can come up with some creepy phrase for your alternate characters/mayors/even your villagers if you want to dedicate yourself to it haha
as for pwps, maybe the pipes? depends on what sort of creepy town you want, i guess. the pwps don't seem to easily fit into the theme, but perhaps more of the industrial ones would. some caution signs near creepy areas around town or a creepy town, or put up some signs and have weird QR codes put up on them. that cube sculpture could be pretty creepy as well. i know a lot of towns also leave up the fallen apart perfect trees if you want to do that, a lot of pitfalls if you want to be incredibly annoying to dream visitors heh. you could also make a weird torture room in a house with that furniture (the proper name is escaping me, but there's a chair that looks just like an electrocution-esque thing, and a bed with a circle saw thingy ehh how articulate).
EDIT: oh and the halloween furniture maybe! not all of it perhaps, or it'll look cheesy. skeleton models or the human models in general also.
