Need Actual Help. Restart my town?

I think you should work with the layout. Maybe it won't seem so bad once you get it landscaped.
Although, my Sunshine town had a terrible map. I tried to live with it, and landscape it, but it just wasn't working. I ended up buying another copy, and transferred everything ( including villagers) into the new town. It was kind of cool, because the new town has the same characters and town name, so my villagers are always talking about mayor Rainbow from Sunshine. ( which is also the mayor and town name in their new town).

"Bad" layouts can turn into good and creative layouts. And sometimes they are just very, very bad.
When Dreamies are involved I rarely recommend resetting. You have 9 out of 10, but you don't like your map...
If I were in your situation I would buy a new cartridge, find someone with an extra DS and begin the town transfer. I like TheGreatBrain's idea to keep the town and the mayor the same - that way if they mention your old town they are also mentioning your new town!
I have transferred towns twice, some Dreamies stayed. Some were left behind because I saw them ping and talked to them and they decided not to leave. So when you begin, you will have to stay strong and not talk to them until the transfer is complete.
It can be a long and arduous process.
Or you can work with your map. Consider yourself that you are the mayor and this is the town that was chosen for you. Focus on the relationships of the villagers and less about how "perfect" your town looks. Who are you playing for? Dream Address Fans, Your Villagers, or you? There is no right or wrong answer.
