I don't but it's there right to if they want to it should not matter where they do it.

It's a festival of Japanese culture and heritage, not cosplaying. All of these weeaboos think that Japan is all about cosplaying, and that couldn't be further from the truth. Them dressing up like that is an embarrassment to all the actual Japanese people there and the people who actually know more about Japan than just anime manga.
