Moving villagers from one town to another?

I have a question and I?m looking for advice or help!
I have two 3DS?s, one very old and janky 3DS and a new 3DS XL onto which I have transferred all of my old save data from my old 3DS.
And I have two different towns, I?ve recently been redoing each of them to have their own distinct style. I have two different ACNL game cartridges that I use on the new 3DS. One ACNL game cartridge was my original, older town and I had my old 3DS transfer the game data onto my new 3DS. My second, newer ACNL town was started on my new 3DS, and I have that save data also stored on my new 3DS.
I have most of the dreamies I want randomly scattered within my two towns. However, since I have been revamping them I want to see if there is a way I can get my dreamies to move between my two towns.
I do still have my old 3DS, and one option I was thinking was that I could put one cartridge in one 3DS, and my second in my new 3DS, and use that to travel between towns and request my villagers to move. However, I have heard that putting a game cartridge in another 3DS that doesn?t have the save data will mess up my town data permanently.. is this true?
Second option would be to have someone voluntarily take my villagers for me and be willing to time travel with me until they move, which seems super time consuming. It would save me TBT but take a lot of time and effort.
The third option would be letting them move out and re-buying them, however it would cost a lot of TBT to you do this, and it seems unreasonable since I already have so many of the dreamies I want, they just aren?t in the right towns! Also it?s very hard to come by good and reliable dreamie sellers nowadays in the Villager Trading Plaza.
So do any of you have ideas or thoughts on how this could be done? Or want to rule out any options for me? I appreciate any help!! Thank you :)

I have multiple 3DS's and multiple cartridges and I switch them up all the time and I've never lost any save data.As far as I know,the only save data not stored on the cartridge itself is for the HHA Showcase thingy(that place Digby is always standing in front of) and maybe StreetPass(but I'm not 100% sure about that).That means that only one cartridge per 3DS can use the HHA Showcase but that's really the only restriction.I trade between my towns all the time using the local wireless("nearby town"when Porter the monkey asks where you want to go)because you don't need to use a friend code with that setting.

Ahh, okay, so it won?t matter if I put the game cartridge that had all the data transferred previously in the old 3DS?

I only though that before because I looked up what happens when you put an ACNL game card into an old 3DS that had the data transferred out of it, and they said that it can corrupt your data.. which must not be true, but I have worked so very hard on this town I didn?t want to risk it!
 
Ok,so the town on your new 3DS is a digital copy then?I also have a town that is a digital copy and I've visited and traded between my other physical copy towns and never have had a problem with that setup either.

They?re both game cartridges. But I?m glad to know this won?t do anything. I?ll start using both 3DS?s. Thank you for your help! :D
 
Okay, so I was able to get my old 3DS working again.. however I forget that it needs an SD card in there and it won?t let me open animal crossing unless I put in an SD card and download the update! I only have a spare 64 GB card and when I put it in says ?cannot read Sd card?. I?m guessing that the 3DS can?t read the card because it?s a 64 GB and on the official Nintendo website it says they can only read SD cards up to 32 GB. Does anyone know if this is an issue?

Here's a link to Nintendo's support page.It pretty much says that SD cards up to 2 gigs and SDHC cards from 4 to 32 gigs are acceptable but any cards bigger than that are not compatible.
